RESEARCH REPORTS

These are written by the Student Officers to guide the delegates on their research and preparation for each issue on the agenda. The Student Officers per committee will research and write these reports, they will be available to download in December by clicking on the issue in question in the Conference App.

The size of the delegations will vary according to the type of delegation and the need to be represented in a particular committee or council based on the agenda items affecting these delegations.

GENERAL RULES FOR APPLICATION

The general rules for these applications are as follows, unless otherwise specified.

  • Only students from participating schools can apply for an individual student position.
  • All students applying for one of the above positions must complete an Application Form, write a formal letter of application/motivation and provide a letter of recommendation from their MUN-Director.
  • Complete applications must be received at the THIMUN The Hague Office by the final closing date, Friday 19 September 2025. Late or incomplete applications will not be considered.
  • Students can only apply for a position in ONE of the categories.

 

I.    STUDENT OFFICER ROLES & REQUIREMENTS

  • The Student Officer team includes the Executive Committee, Presidents, Deputy Presidents, Committee Chairs, and Deputy Chairs across various forums.

All Student Officer applicants must:

  • Have strong knowledge of the THIMUN Rules of Procedure.
  • Understand current international affairs and assigned agenda issues.

Selected Student Officers:

  • Receive instructions from the Executive Committee.
  • Draft Research Reports by end of November.
  • Attend mandatory online briefings prior to the conference and on Monday 26 January.
  • Participate in lobbying and oversee committee work during the conference.

Executive Committee Composition:

  • Secretary-General & Deputy Secretaries-General
  • President of the General Assembly
  • President of the Security Council
  • President of ECOSOC
  • President of the Special Conference
  • Presidents of the three Commissions: Environment, Human Rights, and Sustainable Development
  • President of the NATO Summit
  • President of the Historical Security Council
  • President of the International Criminal Court
  • President of the Comité français

Committee Chairs and Deputy Presidents

Committee Chairs:

  • Oversee one of the General Assembly Committees during sessions.
  • These positions are usually filled by candidates with prior experience as Deputy Presidents or Deputy Chairs at THIMUN or THIMUN-Affiliated conferences.

Deputy Presidents (of the three Commissions and Special Conference):

  • Preside over sub-commissions during sessions.
  • Assist Presidents during lobbying.

Deputy Committee Chairs

  • Deputy Chair roles are designed to give younger students leadership experience.
  • Aim: identify potential future leaders for upcoming THIMUN sessions.
  • Preference given to students eligible and available to participate in 2027.

II.  NATO SUMMIT

  • The THIMUN NATO Summit simulation will return in 2026, following its successful debut at the 2025 THIMUN Conference, held in collaboration with the Dutch Ministry of Foreign Affairs.
  • 32 student delegates will represent NATO member states, replicating the real NATO structure.
  • Participants address political, diplomatic, economic, legal, and military aspects in their discussions.

Applicants must:

  • Be from participating schools.
  • Have previous THIMUN experience.
  • Submit the NATO Application Form.
  • Main task: draft and adopt a joint communiqué (a binding agreement, unlike standard MUN resolutions).
  • The Summit follows Security Council-style rules and conducts all debates in plenary sessions.
  • Quality of debate relies on participants’ experience, flexibility, and enthusiasm.

All NATO applicants must attend a mandatory briefing on Monday, 26 January 2026 at the World Forum, The Hague

 

III.      HISTORICAL SECURITY COUNCIL YEAR 2002 (HSC)

  • THIMUN 2026 will feature a Historical Security Council (HSC) simulation focused on the year 2002.
  • Fifteen schools will each send two delegates to represent the 2002 Security Council member states.
  • The HSC includes five permanent and ten elected members.
  • Interested students must submit the HSC Application Form.
  • Delegates will reenact the Council’s response to three major 2002 events, in chronological order.
  • Focus: explore potential actions the Security Council could have taken during these crises.

IV.  INTERNATIONAL CRIMINAL COURT (ICC)

The ICC at THIMUN 2026 includes:

  • 3 student officers: President, Deputy President, Registrar
  • 17 members divided into five teams:
    • 9 judges
    • 2 members of the office of the Prosecutor and 2 members of the office of the Defence per case (independent lawyers and not part of country delegations).

Applications open to students who:

    • Are academically strong
    • Have MUN experience and knowledge of international affairs
    • Can conduct independent research
    • Are interested in law (legal expertise not required)

Applicants must:

    • Be at least 16 years of age
    • Indicate preferred role (Student Officer or Judge/Prosecutor/Defence)
    • Outline qualifications and experience in their application

Selected participants must:

    • Study ICC Statute, Rules of Court and procedures of the International Court
    • Become familiar with the Model ICC Guidebook
    • Present evidence on the case
    • Attend the mandatory ICC briefing on Monday, 26 January 2026 at the World Forum, The Hague.

 

V.  COMITÉ FRANÇAIS

THIMUN 2026 will host a French speaking committee.

Comité français: 82 pays et 2 organisations

    • Réponse à une demande de Conseillers MUN et d’élèves.
    • Volonté de montrer la diversité linguistique et culturelle de THIMUN.
    • Nécessité d’une bonne maîtrise de la langue française.

 

VI.   PRESS & COMMUNICATIONS

Under the guidance of the Press & Communications Coordinator, press members are responsible for conference news and online content.

Press & Communications Delegation Roles:

  • Editors
  • Writers and reporters
  • Photographers / videographers
  • Illustrators / cartoonists
  • Social media experts

Application Requirements:

  • Submit the Press & Communications Application Form.
  • Familiarity with MUN and experience in at least one of the following:
    • Journalism
    • Online publishing (e.g. WordPress)
    • Photo/video editing
    • Photography/videography
    • Artwork creation
    • Social media management/content writing

Strongly encouraged to include work samples such as:

    • Published articles/photos/layouts
    • Artwork
    • Essays or assignments (English, History, International relations, Art)

Expectations:

  • Contribute ideas and content prior to the conference.
  • Join online meetings before the event
  • Attend a mandatory briefing on Monday, 26 January 2026 at the World Forum The Hague

 

SUCCESSFUL APPLICANTS

  • Successful applicants will be announced by mid-October.
  • Students in individual positions must travel and stay with their school delegation.
  • THIMUN is not responsible for their travel or accommodation costs.

FEES

  • All individual position holders must pay the full participant fee.
  • Exception: Executive Committee members of the Student Officer team.

THIMUN THE HAGUE CONFERENCE APP

THIMUN has developed a Web App to use before and during our conferences.

Registered participating schools and students can find all detailed information on the upcoming event such as country delegations per school, Student Officer selection, and more. The  CONFERENCE APP button can be accessed in the main menu. .

All participants (Students, MUN-Directors, Chaperones, Individual Student positions and Press) will also be using the app during the event in a secure environment and can follow the debate in real time, find room allocations as well as other information during the conference.

* Schools NOT requiring the HTM Public transport cards must inform the THIMUN office before December 1st. Those schools will receive a discount of € 20.00 per participant on the participation fee.

 

FINANCIAL STATEMENT

  • Financial statement available in MUNIS system after logging in at apps.thimun.org/thimun/entrance
  • Access and print statement of accounts under the “Account (financial)” section.
  • Once FORM II is accepted, should a balance be due, the statement acts as an official invoice requesting payment.

 

DEADLINES & CANCELLATIONS

Changes / Substitutions:

  • After 21 November 2025, changes or substitutions require a €30.00 fee per updated ID badge.
  • Requests must be submitted by email to the THIMUN Office.

 

Cancellation:

  • From 21 November 2025, full fees apply regardless of attendance by the school or individual.
  • No refunds issued after this date.
  • Cancellation costs depend on the date written notice is received by the THIMUN Office:
Cancellation of participant or school:
After 19 September 2025 100% of the pre-payment becomes non-refundable
After 21 November 2025 100% of all fees are due, with no refunds issued

 

PAYMENTS

DELEGATION PRE-PAYMENT

  • All schools must submit a non-refundable pre-payment by Friday, 19 September 2025, in line with the FORM I registration deadline.
  • Upon receipt of payment, THIMUN allocates delegations based on requested number of seats.
  • Pre-payment must include the delegation fee (see details below).
  • 5,290.00 for a SC/ECOSOC Country (covers for 14 students plus 1 MUN-Director + Delegation Fee)
  • 4,610.00 for a SC Country (covers for 12 students plus 1 MUN-Director + Delegation Fee)
  • €3,930.00 for a Standard Delegation or ECOSOC Country (covers for 10 students plus 1 MUN- Director + Delegation Fee)
  • 2,570.00 for a Small Delegation Country (covers for 6 students plus 1 MUN-Director + Delegation Fee)
  • 1,210.00 for a Non-member Delegation (covers for 2 students plus 1 MUN-Director + Delegation Fee)

 

The remaining balance must be paid by Friday, 9 January 2026. A complete detailed financial statement can be accessed through the MUNIS system after submission of FORM II after logging in.

  • MUN-Directors must bring proof of payment to on-site registration.

All payments must:

BANK CHARGES

  • Schools must cover all bank charges related to conference fee payments.

Schools must arrange their own travel to/from The Hague and accommodation during the conference. THIMUN can only provide limited assistance.

Schools are strongly advised to take full responsibility for travel to/from the Netherlands for the THIMUN conference.

Schools should check:

    • Official Dutch government websites
    • Their own national government websites
    • Ensure all travel and entry requirements are met.

 

INSURANCE

  • Schools are strongly advised to obtain cancellation, travel, and medical insurance.
  • THIMUN is not responsible for any related costs incurred by schools or participants.

VISA APPLICATION PROCESS

For students and teachers requiring a visa to enter the Netherlands:

  • The MUN-Director must send a formal request to the THIMUN office (info@thimun.org)

Request must include the following details for each applicant:

  • Full name (as written in the passport)
  • Date of birth
  • Nationality
  • Passport number
  • Dates of issue and expiration
  • Email address of the visa department of the Dutch Embassy or Consulate where the application will be submitted
  • All visa requests for students and teachers from the same school must be submitted together in a single document.
⚠ THIMUN must receive all visa request information by the end of November.
  • Visa processing takes time late submissions risk delays or non-attendance
  • Upon receiving required information, THIMUN Office issues a formal invitation letter to the MUN-Director for visa applications

 

TRANSPORT TO AND FROM THE AIRPORT

THIMUN & ITO Tours offer an airport pick-up service to your hotel/hostel or the World Forum.

Alternative transport options:

From Amsterdam/Schiphol Airport:

      • Take a direct train to Den Haag Hollands Spoor (HS) or Den Haag Centraal (CS)

From Den Haag Hollands Spoor station (HS):

      • Take tram 1 (direction Scheveningen, stop World Forum)

From Den Haag Centraal Station (CS), there are 3 possibilities:

      • Take Tram 17 (direction Statenkwartier, stop Kunstmuseum Den Haag)
      • Take Bus 24 (direction Kijkduin, stop Kunstmuseum Den Haag)
      • Take Bus 28 (direction DH Zuiderstrand, stop Statenplein)

All options are within a short walking distance to the conference venue

HTM PUBLIC TRANSPORT CONFERENCE TICKET

  • At registration, all participants (students, MUN-Directors, chaperones) receive a 4-day HTM public transport ticket (valid Tuesday thru Friday).
  • Ticket allows unlimited tram/bus travel in The Hague and Scheveningen during the conference.
  • Extra day cards available online via the HTM website.
  • Schools not needing HTM cards must notify the THIMUN Office by 1 December 2025. These schools receive a €20.00 discount per participant on the participation fee

ACCOMMODATION

  • THIMUN requires accommodation details for all participants during the conference.
  • Schools must provide the name of their accommodation on FORM II.
  • Local students staying at home are exempt from this requirement.
  • Information is for administrative purposes only.

THIMUN does not handle hotel bookings or changes.

GENERAL BEHAVIOUR

  • THIMUN The Hague is an educational simulation of UN Councils
  • Delegates act as diplomats and ambassadors for their assigned country and school.
  • High standards of personal conduct and behaviour are required both inside and outside the World Forum.
  • Proper delegate behaviour is essential for maintaining strong relations with the World Forum, the City of The Hague, as well as the diplomatic and business communities.
  • Schools must select students carefully and avoid bringing those likely to cause disciplinary issues.
  • Misconduct can affect the reputation of both THIMUN, and the school
  • Attendance at THIMUN is by invitation. Schools or individual students may lose the privilege if students do not uphold proper standards and accepted behaviour.

MUN-DIRECTORS’ RESPONSIBILITIES AND CONDUCT

  • All students must be accompanied and supervised by designated MUN-Director(s).
  • A MUN-Director must be a teacher at the school or one of the participating schools
  • Each group should have at least two MUN-Directors. Small or local delegations may have just one MUN-Director

Students staying in hotels must be supervised by MUN-Directors, who must:

  • Stay in the same hotel
  • Have rooms located close to student rooms
  • Sign the hotel Code of Conduct (via ITO PCO) and ensure student compliance

At least one MUN-Director per school must be:

  • Present at the World Forum during conference hours
  • Attend the MUN-Director meeting on Tuesday

MUN-Directors are required to adhere to the dress code (see below).

DRESS CODE

  • Formal dress and appropriate footwear are required at all meetings, reflecting what real UN diplomats wear.

Prohibited attire includes:

  • National dress
  • Military uniforms
  • Armbands
  • Dress code is enforced to maintain professionalism and avoid offending other delegates.

CONDUCT IN THE WORLD FORUM

  • Delegates and teachers must be courteous to World Forum staff and THIMUN staff, many of whom volunteer their own time to serve participants.
  • Smoking is strictly prohibited throughout the World Forum.
  • Alcohol consumption and drug use is not permitted.

CONDUCT IN HOTELS

  • THIMUN relies on the goodwill of hotels to offer affordable accommodation for delegates.
  • Poor behaviour by even one student can jeopardise future hotel availability.
  • Students must act responsibly to maintain positive relationships with hotel staff and management.
  • Students must always be polite and considerate to hotel staff and other guests.
  • A curfew of 11 p.m. is recommended each night. No noise in hotel rooms after 10 p.m.

TOBACCO, ALCOHOL AND DRUGS

  • Smoking, alcohol and drug use are strictly prohibited inside the World Forum.
  • MUN-Directors must set and enforce their own rules for students outside the venue.
  • In the Netherlands, the legal drinking age is 18.
  • MUN-Directors are responsible for enforcing rules on tobacco, alcohol, and drugs both on and off conference premises.

THIMUN Policy Against Undiplomatic Behaviour, Bullying, Harassment and Discrimination

Disrespectful behaviours in preparation of and during a THIMUN conference should be addressed by attendees directly or through their MUN-Director, head committee chair or one of the executive student officers. Instances of undiplomatic behaviour, bullying, harassment, or discrimination should be called to the attention of THIMUN Foundation’s Board or Staff.

All forms of undiplomatic behaviour, bullying, harassment, and discrimination are not acceptable. Such acts and behaviour are incompatible with THIMUN’s educational mission and are a violation of our values.

Consequences may include issuing a verbal reprimand, expelling violators from the conference without compensation, barring violators from future THIMUN involvement, as well as barring their respective schools from future THIMUN involvement.

The THIMUN Foundation has the right to take these or any other actions deemed appropriate in order to ensure the safe participation of all students and to uphold the values and ethos of THIMUN.

PHYSICAL AND EMOTIONAL SAFETY – Anti-bullying and harassment

Every THIMUN participant has the right to feel safe and included at THIMUN conferences We believe that a THIMUN conference should create a community in which all students and staff thrive, and all identities are affirmed and protected.

Definition of bullying and harassment:

Bullying and harassment include written, verbal, electronic or physical conduct that adversely affects the ability of one or more students to participate in or benefit from a THIMUN conference. It also refers to placing a student (or students) in fear of harm. This includes conduct that is based on a student’s actual or perceived race, colour, national origin, sex, disability, sexual orientation, gender identity or expression, and/or religion. This also includes conduct that targets a student because of a characteristic of a friend, family member, or other person or group with whom a student associates.

Definition of cyberbullying:

Cyberbullying is the use of any electronic/digital communication technology to bully or harass, as defined above, regardless of the location or type of communication used.
